HUD Releases Notice on Appeals for the FY 2012 CoC Program Competition

This Notice provides guidance to CoCs and Project Applicants applying for funding through the FY 2012 CoC Program Competition regarding the information that must be submitted to HUD in order to appeal one of the following decisions:

1. Project Applicant believes that it was denied the right to participate in the CoC planning process in a reasonable manner.

2. Applicant was denied CoC Program funds by HUD, or requested more funds than HUD awarded.

3. Eligible Applicant whose jurisdiction refused to sign the Consolidated Plan certification for the project.

For HUD to consider an appeal, the Project Applicant must follow the applicable process set forth in this Notice.

CoCs and Project Applicants with Leased Units in FY2012 Renewal Project Applications

This year’s transition from the cumulative annual leasing budget amount to a per-unit-size monthly budget has resulted in some HUD Paid Rent amounts that do not divide to a whole number, or exceed the jurisdiction’s Fair Market Rent (FMR). HUD released instructions on how to resolve this issue in a listserv message sent out on Friday, December 21. The purpose of the instructions is to explain how such affected Project Applicants should complete these forms to be eligible to receive the full leased unit budget line item amount listed on the CoC’s HUD-approved FY2012 GIW. FY2012 CoC Program NOFA Technical Correction and Corrected Appendix A Released

This Technical Correction Notice details the corrections to the FY2012 CoC Program NOFA, including renumbering in Section II, revising Section V.B.1.b., correcting Appendix A, and providing clarification for those CoC areas severely impacted by Hurricane Sandy.

NOTE: This correction does NOT change submission deadlines, funding criteria, and other requirements for the FY2012 CoC Program NOFA. The deadline for submission of applications remains January 18, 2022 at 7:59:59 p.m. Eastern Time.
