In recent years, driven by intersecting Federal, State, and private initiatives, the emphasis has shifted from managing homelessness to preventing and ending homelessness in communities across the country. These efforts are multifaceted and all recognize that preventing and ending homelessness, particularly for people with disabilities, requires more than housing. Supportive services-including mental health and substance abuse treatment, health care, and vocational and employment services-are vital to helping people who are homeless achieve greater self-sufficiency and reclaim a valued role in their communities. This Guidebook proposes strategies for how the homeless assistance and workforce development systems can work together to recognize and address their common goals.
