Abstract:

This revised guide, which has been updated to reflect recent changes in HUD's NOFA for McKinney-Vento programs, describes recommended methods for collecting data on sheltered homeless people, and is useful to Continuums of Care (CoCs) preparing their annual applications for homeless assistance funds. The guide reviews HUD requirements and outlines methods for collecting accurate and reliable information using HMIS or provider and client surveys. If your community has not yet conducted a point-in-time count, the guide will be useful in establishing a process for collecting high-quality data on the number and characteristics of sheltered homeless people in your community. If your CoC has experience with conducting a point-in-time sheltered count, you are encouraged to review this guidance and consider how your process and methods might be improved or how to start using HMIS for this purpose. CoCs may also be particularly interested in techniques for deriving population and subpopulation estimates from incomplete or sampled point-in-time data.
