This report presents research and insights about how mainstream systems--publicly funded systems that serve low-income people--can be improved to better serve those eligible for their care and hence play a major role in preventing and ending homelessness. This resource includes examples of strategies that have been implemented at the state and national levels to break down the barriers of such systems in serving people experiencing or at risk of homelessness. The publication provides data on the effectiveness and outcomes of these initiatives where possible and suggests ways philanthropic organizations can play a role in further progress to be made.
