Question:

I am a renewal SHP project transitioning my leasing budget line item to rental assistance in the FY 2012 CoC Program Competition. I plan to provide copies of all of my leases to the HUD CPD Field Office; however, my project is not currently at 100% occupancy. What must I submit to document the units that are not currently filled?

Answer:

For occupied units, the recipient must submit copies of the written lease agreement to the HUD CPD Field Office. However, HUD recognizes that many programs do not operate at 100% occupancy at all times, and in these instances, the recipient should submit a written record of the number of units currently unoccupied as well as a written explanation for why these units are currently unoccupied.
