About the Homelessness Resource Exchange (HRE)

This page describes the types of information and resources that are available on the HUD Homelessness Resource Exchange (HRE) and provides guidance on navigating to the content most relevant to your needs.

What is the HUD HRE?

The Homelessness Resource Exchange is your online one-stop shop for information and resources on assisting people who are homeless or at risk of becoming homeless. Program guidance and regulations, technical assistance (TA) and training resources, research and publications, and more are available for use by Federal agencies, State and local government agencies, Continuum of Care organizations, homeless service providers, TA providers, persons experiencing homelessness, and other stakeholders.

What kinds of resources are available on the HRE?

The HRE provides a range of resources, from training materials, tools, guides, and reports found in the HRE Resources Library to answers found in the Frequently Asked Questions (FAQs) to general resources for finding CoC and grantee information.

  • Within the Resources Library, resources can be searched by program, e-system, product type, and topic, as well as by search term.
  • FAQs can be searched by FAQ topic and search term.
  • Information is available on contacts, reports, and awards for CoCs, homeless assistance grantees, and HOPWA grantees.

How do I search for resources in the HRE Resources Library?

The HRE allows you to perform searches in the HRE Resources Library various ways:

  • Search from the Home page: On the Home page, you can search under the Find a Resource heading or the Ask a Question heading mid-way down the page. For either of these sections, enter a search term and select "Go," or select from one of the dropdown menus. Under the Find a Resource heading, dropdown menus are available for program, e-system, product type, and topic. The dropdown menu available under Ask a Question is for FAQ topic.
  • Advanced Search: Select the Find a Resource tab at the top of the Home page to access the advanced search function. This function allows you to search by multiple criteria, using a combination of search term(s), program, e-system, type, topic, and/or date published. Select the Ask a Question: Frequently Asked Questions tab at the top of the Home page to access the advanced search feature. This function allows you to search through the FAQ database by FAQ topics, subtopics (the field appears once the topic is selected), search term(s), FAQ ID, and/or date published.
  • Quick Search: On the Home page, you can quickly search by typing your search term in the field located at the top right-hand corner.

What are the search parameters that can be used to Find a Resource?

A search under either the Find a Resource heading on the Home Page or on the Find a Resource page can be conducted using the Search Term(s) field; the Program, E-systems, Type, and Topic dropdown menus; and the Date Published fields.

  • Search Term(s): Search terms can be typed into the Search Term(s) field. A search term is a subject entered as a term or phrase for which information is needed.
  • Program: The passage of the HEARTH Act brings with it the consolidation of HUD’s competitive grant programs, yet grant awards under "legacy" programs are still in place and the resources for those programs still relevant. The Programs identified in the dropdown menu, therefore, contain a range of programs, as follows:
    • Continuum of Care Program (CoC)– HEARTH
    • Emergency Solutions Grant Program – HEARTH
    • Emergency Shelter Grant Program (ESG)
    • Homeless Prevention and Rapid Rehousing Program (HPRP)
    • Housing Opportunities for Persons with AIDS (HOPWA)
    • Rural Housing Stability Program (RHSP) – HEARTH
    • Shelter Plus Care Program (S+C)
    • Supportive Housing Program (SHP)
    • Section 8 Mod Rehab (SRO)
  • E-system: Resources can be narrowed by e-system, as follows: e-snaps; HDX; HMIS; and IDIS.
  • Type: Resources have been categorized by product type and include Guidebooks, Tool and Templates; HUD Guidance; Regulations and Legislation; HUD Reporting Requirements; Research and Evaluation; Training, e-training and webinars; and Quicklinks/Web Portals.
    • Quicklinks/Web Portals: Rather than an actual document or tool, this type of resource is a web page that contains a summary or collection of resources pertaining to a specific program, topic, or issue.
  • Topic: A Topic list was developed for the search engine, and the Topics were associated with each resource. The dropdown menu enables you to browse by these Topics. Find resources categorized by homeless assistance topic areas, such as the following: Housing Development / Operations; Mainstream Housing Programs for Homeless People; Organizational Planning and Development; Performance and Reporting; Subpopulations; Supportive Services; and more.
  • Date Published: Search results can be limited to a particular timeframe using the Date Published fields. This may be particularly useful when, for example, searching only for webinar resources published within the past year. Calendar icons are available for start and end dates and will assist in entering the mm/dd/yyyy format correctly.

What are the search parameters that can be used to find a Frequently Asked Question?

A search under either the Ask a Question heading on the Home page or on the Ask a Question: Frequently Asked Questions page can be conducted using the Search Term(s) field; the FAQ Topics and Subtopics dropdown menus; the FAQ ID; and the Date Published fields.

  • Search Term(s): Search terms can be typed into the Search Term(s) field. A search term is a subject entered as a term or phrase for which information is needed.
  • FAQ topics: The FAQ topics pertain to programs, reports, and other requirements, including: the 2011 e-snaps CoC Registration; 2011 PIT and HIC; APR; HPRP; HOPWA; and HDX (HIC, PIT, AHAR, and PULSE). The FAQ Topics menu will change over time; for example, FAQs for the 2011 e-snaps CoC Competition will begin appearing after the NOFA is published and the competition opens.
  • FAQ Subtopics: This field appears only after an FAQ topic has been selected and pertains specifically to the topic.
  • FAQ ID: Every FAQ has an identification number.
  • Date Published: Search results can be limited to a particular timeframe using the Date Published fields. This may be particularly useful when, for example, searching only for questions published within the past year. Calendar icons are available for start and end dates and will assist in entering the mm/dd/yyyy format correctly.

What is the Keyword predictive list, and how does the Guided Search help refine resources in the Search Results?

The redesign of the HRE is accompanied by a redesign of the site's search function and the search results. All resources in the HRE Resources Library have been classified by program, e-system, type of resource, and topic, and all of them have been associated with keywords. These fields appear where ever resources can be searched, and they can be used to refine the list of generated resources that will appear on the Search Results screen.

There are two features, in particular, that will aid the search:

  • Keyword predictive list: A keyword list was developed for the search engine and these keywords were associated with resources. The keyword list determines which terms appear in the "predictive" list that is generated when a search term is typed. The predictive list appears as a dropdown menu under the Search Term(s) field, and the terms narrow as more letters are typed. The search engine, however, will also look for terms and phrases that are not identified on the keyword list.
  • Guided Search: After the results of the search appear on the Search Results screen, a Guided Search feature will be located on the left hand side of the screen. The options that appear on the Find a Resource search results page under the programs, e-systems, types of resources, topics, and keywords headings are those that are associated specifically with the resources identified by the search results. Likewise, for FAQs, the list can be narrowed by selecting one or more of the topics and keywords associated specifically with the FAQs identified by the search results. Selecting those options will refine the list on the screen to pinpoint the relevant resource(s) or FAQ(s). It will not generate a new search.
